IMEI (International Mobile Equipment Identity) is a 15-digit international device identification code assigned by GSM Association to original manufacturers.

In order to find out the IMEI code(s) of your mobile device, you need to dial the combination *#06# from your phone. This code may also be found in the phone settings, or printed on the device packaging, included in the warranty certificate, or indicated on a sticker under the battery of some devices.

In accordance with Resolution of the Cabinet of Ministers of the Republic No. 287 “On the issues of organizing the State system for identifying communication devices and identifying mobile communication devices, as well as devices used for data transmission”dated May 31, 2022, all mobile communication devices must be registered using an IMEI code.

Individuals importing devices for personal use can register their devices free of charge during the period from 25 June 2024 to 25 August 2024. Applications for device registration submitted after 25 August 2024 are subject to paid registration.

You can check the registration status of the IMEI code of your mobile device through one of the following methods:
1. Go to the website www.imei.kg and enter the IMEI code in the search bar.
2. Dial *5656# and follow the instructions.
3. Through mobile applications of your telecom operator: Beeline, Nurtelecom or Megacom.

In accordance with Resolution of the Cabinet of Ministers of the Republic No. 287 “On issues of organizing the State system for identifying communication devices and identifying mobile communication devices, as well as devices used for data transmission” dated May 31, 2022, all mobile devices sold in the territory of the Republic, must be registered with the SSI by individuals/legal entities engaged in business activities related to the sale of devices (importers) at the stage of importation of devices. Before purchasing devices within the Republic, users must check the registration status of devices in the State Register on imei.kg.
If an importer/retailer sells devices that are not registered with the SSI, it is recommended to contact law enforcement agencies (Ministry of Internal Affairs of the Republic), as well as send a complaint to imei.kg.
If the mobile device was imported through international postal or cargo shipments and/or brought by the user from abroad for personal use, then registration of the IMEI code(s) of such device should be carried out by the user on the website www.imei.kg, subject to the applicant providing the requested information.

Users need to check the registration status of the IMEI code(s) of the mobile device before purchasing it within the Republic. Device Registration status can be checked as follows:
1. Visit the website www.imei.kg and enter the IMEI code in the search bar.
2. Dial *5656#.
Users can check the device status using the above methods. If the device is not registered, it is recommended to refrain from purchasing, as it will not work in the mobile networks of the Republic.

Citizens of the Republic (individuals), bringing mobile devices with them while crossing the borders, or purchasing them online from sources located outside the Republic, are required to register their devices on the website www.imei.kg within 30 calendar days from the date of import of the devices.
Registration instructions:
1. Click “Registration for citizens of the Republic”.
2. Select one of the following options:
- “Importing a device when crossing the borders of the Republic”
- “Purchasing a device online from sources located outside the Republic”
3. Fill in the following information:
-ID number(number of identification card of citizens of the Republic);
-PIN(personal identification number);
-Photo identification document in real-time;
-FULL NAME;
-E-mail address;
-Phone number;
-IMEI code(s) of the device;
-Device memory;
-Date of entry into the Republic, not exceeding 30 days (if the device was brought by the user from abroad);
-Indication of information about whether imports come from EAEU member states or from third countries;
-Providing supporting documents from tax or customs authorities (for online orders), namely: The accompanying invoice (for online orders within the EAEU) or Extract of passenger customs declaration (for online orders from third countries)
4. Click “Submit” and wait for the instructions to appear.
5. Pay for the registration service.
6. IMEI code(s) registered.
Your device is whitelisted and can function normally. The user submits one registration application for each individual device. Registration of the IMEI code is carried out once, regardless of the change of SIM card. If the duty-free import limit is exceeded, payment for the registration service (step 5) is carried out after payment of all taxes/customs duties.

Foreign Citizens bringing mobile devices with them while crossing the borders, or purchasing them online from sources located outside the Republic, are required to register their devices on the website www.imei.kg within 30 calendar days from the date of import of the devices. Registration is required only if a foreign citizen plans to use a device with a SIM card of telecommunication operators of the Republic; IMEI codes of devices using roaming SIM cards (SIM cards of foreign telecommunication operators) do not require registration.
Registration instructions:
1. Click “Registration for foreign citizens”.
2. Select one of the following options:
- “Importing a device when crossing the borders of the Republic”
- “Purchasing a device online from sources located outside the Republic”
3. Fill in the following information:
- Civil passport number
- Photo of an identity document in real-time;
-FULL NAME;
-E-mail address;
-Phone number;
-IMEI code(s) of the device;
-Device memory;
-Date of entry into the Republic, not exceeding 30 days (if the device was brought by the user from abroad);
-Indication of information about whether imports come from EAEU member states or from third countries;
-Providing supporting documents from tax or customs authorities (for online orders), namely: The accompanying invoice (for online orders within the EAEU) or Extract of passenger customs declaration (for online orders from third countries)
4. Click “Submit” and wait for the instructions to appear.
5. Pay for the registration service.
6. IMEI code(s) registered.

If a device has two or more IMEI codes, this means that it supports multiple SIM cards and can be serviced by two or more telecom operators.
Attention: When registering a device imported for personal use, you must indicate all IMEI codes of your device in the online application. Payment for registration is made for one mobile device, regardless of the number of IMEI codes.

IMEI codes of devices using roaming SIM cards (SIM cards of foreign telecommunication operators) do not require registration with the State Identification System, IMEI.KG.

Payment for registration of IMEI codes of mobile devices can be made through the applications: "KG Balance", "O! Money" and "MegaPay".

During the period of automatic whitelisting (from November 10, 2023 to 24 June 2024), non-GSMA approved mobile devices with counterfeit, null, homemade, stitched and cloned IMEI codes were registered in the IMEI.KG system, subject to binding the device IMEI code(s) to the subscriber number. As a result, subscribers using mobile devices with specified IMEI codes can use their devices as usual only with the specific number that was linked to the device IMEI code during the automatic whitelisting period of devices. If it is necessary to change the subscriber number associated with the IMEI code(s) of a mobile device registered with the system IMEI.KG during the period of automatic whitelisting of devices, the IMEI code will work with the new subscriber number for 3 calendar days during which the subscriber will need to perform the NUMBER SWITCH function in order to continue using his device with the new number. The NUMBER SWITCH function can be performed by contacting your telecommunication operator, or by yourself by dialing *5656# and following the instructions: Step 1: From the new subscriber number that you want to link to the device, dial *5656# Step 2. In the pop-up menu, select the number option 3 to perform number switching function. Step 3: Fill in the required fields: the previous number that was previously used with the IMEI code of this device, and the new number that you are trying to link. Step 4: Confirmation. A pop-up window will appear indicating that the number switching function was successful. Now the IMEI code of this device will only work with the new number. There is no limitation on the switch number actions; you can switch as many times as you want to any number.

In case of loss or theft of the device, the user must submit a written statement to law enforcement agencies (Ministry of Internal Affairs of the Republic) and provide the following information: the original box of the device, legally significant documents indicating the purchase or transfer of ownership of the specified device. If a stolen device is discovered, the user must notify law enforcement agencies (Ministry of Internal Affairs of the Republic).

Starting from 25 June 2024, any mobile communication device (smartphone or push-button telephone) must be registered into the State Identification System through the website www.imei.kg. In the future, the list will include other types of devices; the relevant information will be published on the website www.imei.kg.

Registration of devices imported by individuals into the Republic for personal use is allowed within 30 calendar days from the date of importation. The date of import means:
A- If the device was imported by the user from abroad for personal use, the date of import will be considered the date of entry into the Republic.
B- If the device was purchased online from a source in countries located outside the Republic, the date of import will be considered the date of receipt of the device.

You can register the IMEI code(s) of his mobile device using the documents of a parent or guardian.

In accordance with current legislation, re-registration is not required when selling a mobile device.
Registration of the IMEI code(s) of a device is carried out once, regardless of the subscriber number used on it.

IMPORTANT! An individual has the right to import into the territory of the Republic no more than 2 devices per year for personal use.

Registration of more than 2 devices per year is allowed in the following cases:

1) customs declaration of such devices with payment of customs duties in accordance with the legislation in the field of customs, when importing devices from third countries; Customs declaration of the device is carried out by the user in the mode of his physical presence in the authorized state body of the customs service.

2) providing tax reporting and payment of indirect taxes in accordance with tax legislation when importing devices from EAEU member states.
Registration of the device with the authorized state tax authority is carried out by the User in an online format. To receive advice, the user can contact the State Tax Service call center at the Ministry of Finance of the Republic at number 116. Payment for registering a device with the State Tax Service is made after paying all taxes/customs duties.
